I have laid before the Lords Commissioners of

His Majesty's Treasury Sir G. Grindle's letter of the 8th Zulto instant (60929/22) enclosing a copy of a despatch from the

Officer Administering the Government of Hong Kong,

regarding the Tenth Supplemental Charter of the Chartered

Bank of India, Australia and China.

In reply I am to express Their Lordships' regret

that the draft Supplemental Charter was not submitted for the

consideration of the Secretary of State. It does not

appear to Them that the Charter embodied any new principle

beyond the two questions upon which the views of the

Secretary of State were invited, and (as they thought)

obtained, but they readily admit that an opportunity should

have been afforded to your Department for an examination of

its terme before it was submitted to His Majesty in Council.

Their Lordships do not find Themselves able to

agree with the contentions advanced in the despatch from The Under Secretary of State

Colonial Office
